In Wyoming, the in-home care providers that need a state license are home health agencies (rules in effect since 2001) and hospices (rule in effect since 2016). There is no separate license for non-medical home care. Non-medical agencies can certify for some Medicaid waiver services, but waiver personal care goes through licensed home health agencies. The Community Choices Waiver was renewed on July 1, 2026, with a new provider manual.

Wyoming's facility licensing law lists home health agencies and hospices as the in-home care providers it licenses. It has no category for non-medical home care. To bill the Community Choices Waiver, you certify as a provider under Medicaid rule chapter 34. Certified agencies can offer homemaker, companion and respite. But the waiver pays for agency Personal Support (help with bathing, dressing and other daily activities) and Home Health Aide only through licensed home health agencies. (Participants can also hire their own Personal Support workers directly.)

CareBridge – free from the state.
You can also use another EVV system if it connects to CareBridge. Medicaid home health claims with dates of service on or after Jan. 1, 2024 must go through CareBridge EVV. On the waiver, Companion Services, Personal Support, Home Health Aide, Skilled Nursing and Respite need EVV.

The July 27, 2026 CCW provider support call covered WYSERVES updates. The state will send training invitations to the contact details in the Wyoming Health Provider (WHP) Portal, so check that yours are up to date. Our documents don't yet say what WYSERVES will replace or when it starts.
