South Dakota Medicaid's home health rule (ARSD 67:16:05) does not spell out aide training hours in state text; instead it establishes home health aide requirements by incorporating the federal Conditions of Participation. A participating home health agency must meet 42 C.F.R. §§ 484.1-484.115 (which includes the home health aide training and competency evaluation standards at § 484.80), aide services must be prescribed by a physician and provided intermittently, and supervisory visits during aide service must follow 42 C.F.R. § 484.80(h). South Dakota's separate personal-care-services rule (ARSD 67:16:24) contains no distinct aide-training/competency standard, deferring instead to a general "qualified individual" requirement and to SDCL ch. 36-9 for nurse-delegation determinations.
