RSA 151:21-b establishes the Home Care Clients' Bill of Rights that New Hampshire home care/home health providers must furnish to and honor for every client. It is incorporated by reference into the licensing rules (N.H. Admin. Code He-P 809.14(b)(1) and 809.14(n)(3)), which require licensees to comply with and post the Bill of Rights. It enumerates rights to dignity, non-discrimination, participation in the care plan, refusal of treatment, grievances without reprisal, freedom from abuse and restraints, confidentiality of records, and advance notice of charges.
