What this rule requires your agency to do
- 1The agency must make mandatory training geographically accessible in all areas of the state and culturally appropriate for workers of all language abilities, including providing interpreter services when training is not available in the worker's preferred language. - 3The provider must, for credentials effective September 1, 2023 or later, complete 12 hours of continuing education (including cultural competency training) by the end of the worker's 24-month approved-to-work credential period. - 4The provider (homecare/personal support worker) must complete eight hours of core training within 120 days of enrolling as a Medicaid provider, covering safety, Medicaid requirements, person-centered services, physical and emotional support needs, medication management, and personal care assistance. - 5The agency must base competency evaluations on the CMS Direct Service Workforce Core Competencies, measuring mastery of acquired skills and knowledge while accommodating workers' literacy levels and preferred languages. OAR 418-020-0035 sets Oregon's mandatory training and competency evaluation requirements for Medicaid-enrolled Homecare Workers and Personal Support Workers. Workers must complete eight hours of core training within 120 days of enrolling, and (for credentials effective 9/1/2023 or later) 12 hours of continuing education including cultural competency by the end of the 24-month credential.
