What this rule requires your agency to do

  • 1The agency must make mandatory training geographically accessible in all areas of the state and culturally appropriate for workers of all language abilities, including providing interpreter services when training is not available in the worker's preferred language. Applies to: Home care / personal support (personal care attendant) services delivered by Medicaid-enrolled Homecare Workers (HCW) and Personal Support Workers (PSW)

OAR 418-020-0035 sets Oregon's mandatory training and competency evaluation requirements for Medicaid-enrolled Homecare Workers and Personal Support Workers. Workers must complete eight hours of core training within 120 days of enrolling, and (for credentials effective 9/1/2023 or later) 12 hours of continuing education including cultural competency by the end of the 24-month credential. Training curricula require Commission approval, must be geographically and culturally accessible with interpreter services, and competency evaluations must be based on the CMS Direct Service Workforce Core Competencies.
