What this rule requires your agency to do
- 1The agency's governing body (or its designee) must establish and implement written policies governing agency operation, and those policies must be available for inspection by the Department. - 2The agency must designate an individual as agency director who holds administrative authority and responsibility for the agency's operations, including implementation of the emergency-care policy. - 3The agency must maintain written policies for coordination of, and referral to and from, other community agencies and resources, supporting continuity of care during emergencies. - 4The agency must include, among its required written operating policies, a policy addressing the management of emergency care situations in the home. - 5The agency must maintain written policies covering development of, and updates to, the plan of care, so that care can be continued and adjusted (including in emergent situations). North Carolina does not have a stand-alone home care agency "emergency preparedness" administrative rule; the operative emergency requirement is embedded in the Home Care Agency licensing rule on agency administration. 10A NCAC 13J .1001 requires the governing body to adopt and implement written operating policies that must include a policy for the management of emergency care situations in the home (subsection (a)(5)). The state's own Home Care Licensure Survey Checklist confirms "Emergency preparedness {.1001(5)}" as a required administrative policy element. These policies must be maintained in writing and available for inspection by the Department.
