Requires each home health agency to establish and implement care and treatment policies consistent with prevailing professional standards that protect patient health and safety. Mandates a physician's order for home health services, a written plan of care devised by an RN or qualified professional after an initial home visit, physician approval, periodic review at least every 62 days, service coordination when multiple services are provided, and written summary reports to the attending physician at least every 62 days.
