Requires home care agencies to adopt and operationalize personnel/contractor/volunteer policies covering background checks renewed every two years, character-competence-suitability reviews, mandatory reporting, orientation and skills verification, infection control including TB and bloodborne pathogen programs, and annual performance evaluations.
