Adult Services Manual (ASM) 125 - Coordination with Other Services

Michigansub_regulatoryMDHHS — Adult Services / Home Help Policy Section· effective 2025-10-01

What this rule requires your agency to do

  • 1Home Help and Community Living Supports (CLS) may not duplicate or replace each other; because Home Help is the first payer, a client eligible for both must first apply for and exhaust Home Help before seeking CLS.(Adult Services Manual (ASM) 125 - Coordination with Other Services)
  • 2For Community Transition Services, Home Help payments cannot be approved until the client has transitioned to an independent setting and CTS personal care services have ended, and the individual caregiver/agency provider must enroll in CHAMPS and pass a criminal history screen before payment.(Adult Services Manual (ASM) 125 - Coordination with Other Services)
  • 3Clients enrolled in MI Choice Waiver, PACE, or MI Health Link/ICO must not receive Home Help concurrently, as it is a duplication of Medicaid services.(Adult Services Manual (ASM) 125 - Coordination with Other Services)

Applies to: personal care

Explains how Home Help coordinates with and is distinguished from other Medicaid personal-care programs (CLS, Home Health, MI Choice, PACE, hospice, MI Health Link, CTS, APS) to avoid duplication, establishing non-duplication rules, first-payer ordering, and APS payment caps.
