Section 44-70-30 mandates licensure; Section 44-70-40 directs the Department to promulgate regulations governing application/renewal, criminal record checks, drug testing, licensee duties (bonding, recordkeeping, reporting), employee screening/training criteria, insurance, and sanctions.
