- 5The provider must ensure EVV is used for covered in-home services including Activities of Daily Living (ADL), Instrumental Activities of Daily Living (IADL), home health skills, and Personal Care Services (PCS). West Virginia Medicaid, through the Bureau for Medical Services, implements the 21st Century Cures Act EVV mandate for in-home personal care and home health services. WV uses an Open/Hybrid model: providers may use the state-procured EVV system at no cost or deploy their own compliant system. EVV must electronically verify that service visits occur and document the precise start and end time of each visit. EVV became required for Personal Care Services effective January 1, 2021 and for Home Health Care Services effective January 1, 2023.
