The SCDHHS HCBS Personal Care Provider Manual requires provider agencies to use the state-mandated automated/EVV systems (accessed via the Phoenix Provider Portal) to document and bill personal care services. Personal care aide services must be recorded in the EVV system at check-out, supervisory visits must be recorded in EVV from the participant's home at the time of the visit, and missed authorized visits must be reported in EVV with a reason by close of business the following week.
